Operational efficiency

Local authorities, much like businesses, must balance large budgets, achieve efficiency savings, and inspire teams to work toward shared goals. Operational efficiency plays a critical role in overcoming these challenges, ensuring resources are used effectively and services are delivered to the highest standard. Under the leadership of our founder, Neil Duncan, one local authority achieved remarkable transformation by prioritising operational efficiency at every level.

Strategic Restructuring for Operational Efficiency

Managing a £45M revenue budget and £30M capital budget demands careful oversight and innovative thinking. Neil Duncan spearheaded a wide-ranging transformation programme that focused on streamlining operations and optimising resources. Eleven depots were rationalised into two, administrative and budgetary functions were centralised, and loss-making workshops were closed. These changes delivered £2.5M in savings in one year, followed by an additional £700K the next, even amid significant challenges such as the Covid-19 pandemic and trade union negotiations.

This restructuring wasn’t just about cost-cutting; it was about building a more efficient organisation. Neil implemented redesigned workflows, restructured shifts, and merged two services into one cohesive unit, laying the groundwork for long-term operational efficiency.

Empowering Teams to Drive Efficiency

Operational efficiency isn’t just about processes—it’s about people. Neil recognised the importance of a motivated, accountable workforce and took steps to build a high-performing team. Over three years, 19 managers were replaced or reallocated, creating a more cohesive leadership structure. A sustainable succession plan was introduced, ensuring clear career pathways from entry-level roles to management positions.

Neil’s direct engagement with the team fostered a culture of collaboration and accountability. Investment in health and safety practices further supported this shift, with over £100K committed annually to PPE, uniforms, and training. These measures not only enhanced safety standards but also improved morale and productivity, making operational efficiency a shared goal across the organisation.

Laying the Foundation for Long-Term Efficiency

Neil’s vision extended beyond immediate results, focusing on sustainable, future-oriented initiatives. Working with senior leaders, he co-created a 25-year strategy that included transitioning from diesel to electric vehicles, demonstrating the authority’s commitment to innovation and environmental responsibility.

Under Neil’s leadership, the local authority became one of the best-performing in the UK. By achieving operational efficiency, the organisation transformed its services, streamlined its resources, and established a legacy of sustainable success.
